Usually not. Pass the Samfunnskunnskapsprøven in Norwegian and it normally covers both permanent residence and citizenship. Pass it in another language, and you will also need the Statsborgerprøven when you apply for citizenship. Compare the two exams

Samfunnskunnskapsprøven: 38 questions in 60 minutes, of which 34 count, and you need 26 correct. Statsborgerprøven: 36 questions in 60 minutes, of which 32 count, and you need 24 correct. On both exams the remaining 4 are unscored trial questions. Prøveappen's mock exams use the same format, the same timing and the same pass marks.

The Samfunnskunnskapsprøven is offered in 24 languages - but only a pass in Norwegian counts towards citizenship. The Statsborgerprøven is Norwegian only. On Prøveappen you can practise in all 24 languages and switch whenever you like.
